What is a Code Compliance Certificate?

Code Compliance Certificate (CCC) is formal recognition that the building work carried out under a building consent has been completed as per the building consent.  This includes any minor variations or major amendments, as well as conditions on the consent.

It is the responsibility of the owner to make the application for CCC. An owner can nominate an agent to apply on their behalf, as per the application form. Code Compliance Certificates can only be issued after the final documentation has been approved together with a CCC application form and the final inspection has been passed.

When Council is satisfied on reasonable grounds that the building work complies with the building consent and that Development Contribution Levies have been paid, Council can decide to issue CCC.  Please ensure final inspections have been undertaken and all requested paperwork has been supplied to assist with this decision. CCC will not be provided until all outstanding fees have been paid.

What you need to know

The consent holder is responsible for applying for a CCC.  

CCC can only be issued after the final documentation has been approved together with a CCC application form and the final inspection has been passed. 

Outstanding consent levies or Development Contribution levies must be paid before the CCC can be issued. 

Applying for a Code Compliance Certificate

Email the CCC application form and the final documentation to building.unit2@hcc.govt.nz 

Unsure what final documenation is required? Read the BC ready letter which was provided to the consent holder at time of issue or your Building Inspector may have listed on your inspection checklists.

Council has to review the CCC application and make a decision as to whether CCC can be issued. If CCC has not been applied for within two years of the date that the building consent was granted, and an extension of time has not been granted, Council will send you a reminder letter.  The reminder letter will let you know Council will be required to make a CCC decision within 20 working days after your two-year anniversary.

Historical building consents without a Code Compliance Certificate

If more than 5 years has passed since the granting of a building consent and application for a Code Compliance Certificate has not been made, then this can have consequences for the issue of a Code Compliance Certificate.
