As part of a city-wide strategic programme for installing underground bulk wastewater storage, the southwest area of Fairfield Park (off Heaphy Terrace) has been identified to accommodate underground wastewater storage. The underground tanks will mean we can store wastewater and return it to the system over time, protecting the community and the environment from spills.

This project is part of the major long-term infrastructure investment now being managed by IAWAI – Flowing Waters, the new water services company for Hamilton and Waikato communities. IAWAI will be fully operational from July 2026. Until then, Hamilton City and Waikato District Councils continue to deliver projects alongside IAWAI.
We’re proposing to install underground wastewater storage in Fairfield Park (off Heaphy Terrace). While construction is a few years away, we are currently working on the planning, design and formal designation of the site.
Once the project is complete and underground storage tanks are installed, most people won’t even realise the underground tanks are there. The site will be re-grassed and paths reinstated, with the only visible features being equipment such as a transformer and electrical cabinets, tank access hatches and a driveway for vehicle access, similar to what is seen at wastewater pump station sites around the city. The tanks are sealed and are designed to avoid odour issues.
The expected construction area of the site is here:

Underground wastewater storage requires a large footprint for construction and installation. Fairfield Park has been chosen because there is ample space for construction in this location and is likely to have the least impact to the wider community.
In addition, it provides easy connections into the city’s existing wastewater pipe network. It also means that no property acquisition is required.
